Welcome! We hope this will be an easy source of information for all owners, residents, and real estate and title agents of Cottage Park Villas. Typically, we have an annual board meeting around the first of the year with all homeowners and residents invited. Election of board members take place, discussion with homeowners about agenda issues that affect the community as a whole, as well as going over financial statements for the previous year.

HOA Dues are due on the first day of each month and are $110. Dues increased to $110/ mo. on May 1, 2024. 

 

There are several ways to make payments:

1. Use your bank’s FREE online bill pay application to set up a reoccurring bill pay with Cottage Park as the payee. Use P.O. Box 15, Gardner, KS 66030 as the address, and your unit number as the account number. 

 

2. You can use the PayPal form in the white box. (There is a $4 PayPal transaction fee added to each payment. 

 

3. Mail your payment each month and send it to:

Q1.  I am behind in dues payments and want to get caught up, What do I need to do?

Please send an email to cottageparkhoa@yahoo.com with name, unit number, and a few suggested times to schedule a phone call back.

 

Q2.  Can you reach Cottage Park (the HOA) by phone?

We have a phone number 913-530-3308 that is voicemail only, it may be phased out. We ask whenever possible to email, so we have a record that lends itself to archive cottageparkhoa@yahoo.com.

 

Q3.  I don’t remember signing an agreement with the HOA, Are you sure I am a part of it and do I have to pay dues?  

Yes, The agreement with the association “runs with the land” and the person(s) and/or entity is on the title is responsible for satisfying the HOA contract is called the Covenants, Conditions, and Restrictions or CC&Rs for short. 

Q4.  What type of insurance do you have and who is it with?

We have two policies. One is an officer’s liability policy to protect the association and the members of the board. The other is a general liability for the grounds. The certification is a pdf for you to save or print from the website if you need to document a loan or secure your own insurance.

 

Q5. I have read the CC&Rs but have a question, Who can I ask?

Q6. Can I add landscaping or do outdoor home improvements?

Any outdoor home improvements need to be approved by the architectural board. Please submit your plan(s) and material lists to cottageparkhoa@yahoo.com and a board member will respond.

 

Q7. How much are dues, When are they levied, What is the payment address?  

Dues are $110/month, due on the 1st of each month, and the mailing address is Cottage Park, P.O. Box 15, Gardner, KS, 66030.

Dues increased to $110/month starting May 1, 2024. If you want to pay a year in advance: May 1, 2024 - April 30, 2025 dues will be $1200 as long as you pay by May 1st, 2024Mailing a check for the entire year is the best process for that option.

 

Q8.  What is the easiest way to pay my annual dues?

Q9.  Can I make online payments?  

Yes. Our website has a PayPal link. There is a $4 transaction fee added to the payment. 

Q10.  What is a special assessment?

A special assessment is a fee that homeowners associations charge homeowners to cover the costs of something like a large building repair that exceeds the amount in the current budget, usually for a larger expense.

 

Q11.  Who is on the board of Director for Cottage Park HOA?  David Larsen, President, Josh Lewis, Vice President, Karen Higman, Kathryn Maschke, Directors and Tammi Tippin, Architectural Review.   

 

Q12.  Where is Cottage Park Villas Inc., and how big is it?

We are located from 441 Woodson Lane to 902 Woodson Ct in Gardner KS, 66030 with 37 buildings and 173 units.  

 

Q13. When and where is the annual meeting?

This year's meeting was Saturday, February 18th - meeting notes in Documents downloads.

 

Q14.  Is there a transfer fee to the new owner (buyer) and how much is it?

Yes, It is $450 as of May 1, 2024. 

 

Q15.  Do you send out monthly or yearly invoices/receipts How can I verify payments posted to my account?

We do not mail invoices or payment books in an effort to keep costs low but you can email cottageparkhoa@yahoo.com and request a statement if you have a question.

 

Q16.  What are the possible consequences for not paying dues to the HOA?

Non-payment can result in interest (prime rate + 4%) additional liens fees, liens release fees, court fees, administrative fees, legal fees, collection fees, court judgments, wage or salary garnishments, and even foreclosure.

 

Q17.  How do I know when the HOA will provide snow removal?

There is a three-inch trigger for snow removal. Please also note that ice is not an explicitly covered event.  

 

Q18.  What can I do when someone parks in front of the mailbox bank?

If you call the Gardner Police Department at 913-856-7312, they will contact the registered owner and ask them to move it, without giving a ticket on the first report.  

 

Q19.  I have not gotten the 1st class mail that someone (sometimes the HOA) has sent out, what can I do?

First, send us your email and phone number so we have other ways to make contact with you. Second, consider signing up for USPS Informed Delivery. It's free! If regular mail or packages will be delivered to your address, the email will include scans and a tracking number if the package has one. Usually one receives that email during the mornings (same day of delivery). https://informeddelivery.usps.com/

 

Q20.   Does the HOA provide/arrange trash/recycling services?

No, please contact Gardner Disposal at 913-856-3851 or KC Disposal at 913-388-9739. Remember to store trash inside your garage in keeping with the CC&Rs and to avoid varmints. Please also consider www.gardnerdisposalservice.com and signing up for their text/email alerts. These are great reminders with a holiday week pickup schedule. 

 

Q21.  How can I interact with my community/neighborhood online?

If you are on Facebook consider joining the group Citizens for the future of Gardner, or the Nextdoor app for your smart device.

 

Q22.  What can you tell me about mowing?

Mowing usually takes place on Wednesdays, it really helps the crew if everything is picked up in the yard, toys, bikes, etc., and some residents choose to keep the driveway clear by parking in the garage or on the public street.   

 

Q23.  How can membership know the HOA is properly registered with the state of Kansas and the board is taking steps to manage this organization in perpetuity?

Entity ID:  4359915    Entity Name: COTTAGE PARK VILLAS HOMES ASSOCIATION, INC.  This is our legal name, but you may hear us use other names that refer to our same entity. Examples include but are not limited to Cottage Park, the Villas, CPV, CPV HOA, the association, the HOA, or Cottage Park HOA.  

 

Q24.  Who are your main vendors?  How do I submit a bid if I want to be a vendor?

We use Michael Ehrler from Home Maintenance of JOCO, Cottonwood Roofing, Travis Hutton from Hutton Lawn and Landscape, and Richard Brown, from RLB Tax and accounting.  Please be sure to contact the HOA at cottageparkhoa.com if you have a maintenance request as we need to authorize and work we are paying for.  We are always looking for additional vendors! Please email: cottageparkhoa@yahoo.com to register your business with a description of your capabilities. You must have liability insurance.

 

Q25. Who do I call for noise nuisance like a barking dog? 

Call Gardner police department / animal control at 913-856-7312.
